General Revenue (GR)
What Is the General Revenue Program?
The General Revenue (GR) program provides state-funded services designed to help individuals with intellectual and developmental disabilities (IDD) remain in their own homes or with their families. By offering the right mix of support, GR enables people to maintain independence, participate in community life, and avoid unnecessary placement in institutional settings.
These services are provided by or through a Local intellectual, developmental disabilities and mental health challenges. While GR services can vary by location, each one is focused on helping individuals live safely and successfully in the community. Some services are available statewide, while others depend on regional resources and eligibility criteria.
Who Is Eligible?
To qualify for GR-funded services, a person must live in a LIDDA’s service area and meet one of several eligibility requirements. This may include having a diagnosis of an intellectual disability based on IQ testing, adaptive behavior level assessments, and evidence that the disability began before age 18. Individuals with autism spectrum disorder, nursing facility residents eligible for specialized IDD services, and children qualifying for early childhood intervention may also be eligible.
Services Offered Through GR
GR services are tailored to the individual needs of each participant and may include community-based support, skill training, and respite care for families and caregivers. For some, this could mean learning new daily living skills; for others, it may involve short-term assistance to help navigate a challenging time. The goal is always to provide the right level of help at the right time, ensuring that each person can continue to live in the least restrictive, most supportive environment possible.

We focus on promoting independence while also ensuring that families and caregivers have the resources they need. Whether the disability is mild, moderate, or severe, we work with each person’s support network to make sure care is both effective and respectful.
